I’ve just hung up after a blatant phishing phone call, to my cell phone (which is on the do-not-call registry) from Frederick, Maryland:

Male Caller: “We’re calling to follow up on the online survey you recently participated in.  How are you doing today?”

Me: “I don’t remember taking a survey.”

Male Caller: “Good, I’m glad to hear it.  You recently signed up for a Walmart gift card and you asked to be notified about job opportunities in your area.”

Me: “That doesn’t sound familiar.  You’re probably trying to reach someone else.”

Male Caller: “If I told you that you had the chance to go back to school right now, would you be interested?”

Me: “You don’t have the right person.  I’m going to hang up now.”

The caller’s modus operandi is apparently to just keep saying things that sound interesting until you hear one that appeals to you.  This really shouldn’t work, and yet he’s doing it, so maybe it does.
